In the hills of southeastern Brazil, workers are building a rarity in Latin America: a state-of-the-art semiconductor plant backed by the government and companies like International Business Machines Corp. Officials say the venture illustrates how policy makers and business can team up to bring modern industries to Brazil.

But the plant’s prospects are a lot less certain since the collapse of one of its main partners, Eike Batista, the Brazilian businessman whose $30 billion commodities empire crashed this year in one of the biggest personal busts ever.
